The 70th anniversary of the establishment of the present-day Free Territory of Trieste and of its international Free Port

Today, September 15th, 2017, we celebrate the 70th anniversary of the Independence of the present-day Free Territory of Trieste – Territorio Libero di Trieste – Svobodno Trzasko Ozemlje.
This is the anniversary of the coming into force, on September 15th, 1947, of the Treaty of Peace with Italy, which establishes the Free Territory of Trieste as a sovereign State with an international Free Port, placed under the United Nations Security Council’s direct protection in compliance with UNSC Resolution S/RES/16 (1947).
The present-day Free Territory of Trieste is established in the first phase of its Provisional Regime of Government within the borders with Italy and Slovenia that are respectively recognized with the 1947 Treaty of Peace and with the United Nations Resolutions that recognize, since 1992, the independent Republics of Slovenia and of Croatia after plebiscites.
The Provisional Regime of the present-day Free Territory of Trieste with its international Free Port is still entrusted by the United Nations to the Governments of the United States of America and of the United Kingdom of Great Britain and Northern Ireland, which since 1954 have sub-entrusted its civil administration to the Italian Government, and its military defence to the NATO.
As known, the economic and political problems of the present-day Free Territory of Trieste and of its International Free Port depend on the fact that the local bolides in charge of the provisional administration sub-entrusted to the Italian Government are since long taking advantage of their position to simulate that, instead, the Free Territory is subject to the sovereignty of the Italian State to paralyse and parasitise the economic development of the administered Free Territory and of its International Free Port.
The International Provisional Representative of the Free Territory of Trieste is established since September 16th, 2015, at the initiative of the Free Trieste Movement, to put an end to those abuses by the mean of all necessary legal and political-diplomatic actions, working as international subject upon direct delegation of the citizens and of the enterprises of the Free Territory and of other States.
For this purpose, this Representative has repeatedly invited, with correct and proper means, the administering Italian Government as well as the President of the Italian Republic to interrupt the misconducts of local bodies that exercise the Italian administration that are harmful for the Free Territory and for other States.
At the same time, this Representative has addressed the United Nations for their role of guarantors of the present-day Free Territory, the Governments of the United States of America and of the United Kingdom of Great Britain and Northern Ireland, for their role of primary administrators, as well as the Governments and the enterprise of other States for them to solicit the Italian Government to comply with those invitations to restore the rule of law.
This is why today, September 15th, 2017, we can celebrate the 70th anniversary of the Independence of the Free Territory with the first actual and relevant results of this line of legal and political-diplomatic action of this Representative.
In May 2017 we have initiated an epoch-marching civil legal action for the verification of the right of the administering Italian Government to establish and collect taxes in Trieste in the name and in the budget of the Italian State, or in the name and in the budget of the administered Free Territory. In economic terms, this is an highly significant difference, since Italian taxes are three times as great.
And in July 2017, issuing a Decree about the administrative management of the International Free Port, the Italian Government has finally had to admit that it is not exercising the sovereignty of the Italian State over Trieste, instead, it exercises the temporary civil sub-administration received by the Governments of the United States of America and of the United Kingdom of Great Britain and Northern Ireland, as primary administrators.
We are therefore happy to announce this first, great and actual result of to the citizens and residents, as well as to the enterprises of both the Free Territory of Trieste and of all other States, and we are intensively continuing to defend all of their rights and legitimate interests with the needed and proper legal and political-diplomatic actions.
Today, September 15th, 2017, we celebrate our 70th Independence Day also with the publication of our legal actions for the fiscal rights of the Free Territory of Trieste and about the ownership and management of its Free Port.
This Representative thanks the primary administering United States and British Governments, as well as the Governments of the other Countries, for the support they have offered or they are willing to offer for the most rapid re-establishment of the rights and economic functions of the present-day Free Territory of Trieste and of its International Free Port, which is open to the freight and to the enterprises of all States without discriminations, as well as being a fundamental strategic instrument for the economic and political stabilisation of Southeastern Europe.
