Citizens, residents and enterprises of the Free Territory of Trieste, established under UNSC Resolution 16/1947 and since the coming into force of the 1947 Treaty of Peace with Italy, which since 1954 is sub-entrusted under a mandate of temporary civil administration to the Italian Government, won’t pay the excessive Italian taxes and enormous public debt anymore. In their opinion, those taxes are «caused by the abnormal corruptions of the Italian political and institutional system» and are levied in Trieste without prior, regular extension of the Italian legislation on taxation.

On June 15th, 2015, Free Trieste addressed the Commissioner of the Italian Government in charge of administering the Free Territory (Ms. Francesca Adelaide Garufi) and, through her, to the Italian premier (Renzi) a formal request.

Free Trieste seeks the regularization of Trieste’s taxation within 90 days. The Movement calls for an immediate precautionary suspension of all fiscal proceeding, including executive actions and evictions, consequent from Italian laws that cannot be enforced, as such, to the citizens, residents and enterprises of Trieste, due to not being regularly extended to it.

Finally, the Movement asked the addressed administering authorities to assess which Italian laws are unenforceable in Trieste (also in view of judgment No. 323/1965 of the Italian Supreme Court).

Free Trieste is calling for the establishment of the Free Territory’s own, independent taxation system, separate from Italy’s.

The Movement’s requests are based on Italy’s specific international obligations. The acts have been sent, for information, also to the UNSC President and to the head of the European Parliament.

Now, this initial act is being supported with the individual requests of citizens and enterprises. They are using standard forms, available from Monday, June 22nd at Free Trieste’s office.

The forms are then being presented to the nearby Commissioner of Government. It is possible attaching to the form the copies of eventual tax proceedings, seeking their suspension.

You can read the document here and analyze in detail the reasons and main legal contents of the form that is to be presented by citizens and enterprises.

It is easy to understand that those legal bases are unassailable: it won’t be difficult defending them when needed, and they do, finally, constitute a clear and decisive turn for Trieste’s fate and for the future of all of out fellow citizens, residents and enterprises. Many have already adhered.
