NO TAXATION WITHOUT REPRESENTATION

STANDING FOR FAIR TAXATION. THE BEGINNING OF “TAX DISOBEDIENCE” IN THE FREE TERRITORY OF TRIESTE.

On Monday, June 22nd, 2015, the citizens of Trieste started addressing the Commissioner of the Italian Government with the first declarations of fiscal liberation. The Commissioner is the local representative of the Italian Government, and her role is administering the present-day Free Territory of Trieste.

The declarations follow Free Trieste’s official invitation to the Commissioner and to the Italian Government seeking the re-establishment of the correct administration of Trieste and of its international Free Port within September 15th, 2015.

With its invitation, lodged on June 15th, Free Trieste is requesting the Italian Government to comply with its obligations respect to the FreeTerritory of Trieste, its citizens and residents, its enterprises and institution. The main obligations, established under both international and Italian laws, are:

  • recognizing and declare legally ineffective, within 90 days, in the present-day Free Territory of Trieste and in its international Free Port all provisions of Italian laws on civil, fiscal and other matters, that have been or are enforced without prior extension to Trieste. The extension is an act of the Commissioner of the Government, who is entitled with specific powers by virtue of the Italian Government’s temporary civil administration. The same applies to laws extended to Triestet in breach of either Italy’s Constitutional obligations or the Italian Government’s administrative obligations;
  • ordering a preliminary, IMMEDIATE SUSPENSION of all tax collections, executive proceedings involving movable or immovable properties, and of all civil proceedings concerning expropriations, evictions or of any kind that might cause irreversible damages at the expenses of the citizens, residents, enterprises and institutions of the current Free Territory of Trieste and of its international Free Port until the completion of the previously listed actions. This is especially urgent in case the harmful provisions are illegitimate (not extended or incompatible) measures of Italian law. Such action may constitute breaches of both the Italian legal order and of the Italian Government’s administration mandate;
  • re-establishing, within 90 days, the financial and fiscal administration of the present-day Free Territory of Trieste and of its international Free Port. This fiscal and financial administration must be separate from that of the Italian Republic. It must also fully comply with the temporary civil administration entrusted to the Italian Government;
  • all while taking care to seek and obtain that the Italian Republic fully complies with its international and domestic obligations respect to the Free Territory of Trieste.

The declaration of fiscal liberation lodged today by the first citizens of the Free Territory inform the Italian Government that they:

“have suspended, for the legitimate reasons mentioned above, their payment of all forms of taxation – direct and indirect – of the State of Italy, of its bodies, of its public administrations and of its public services concessionaires until the provisional civil administering Authority of the Free Territory of Trieste, consisting in the Commissar of Government, delegated to administer it and in the delegating provisional Government, do verify, proof and declare the lawfulness of said taxes with formal acts, in the terms listed above”. 

This is the first fiscal revolution in Trieste’s history. And it is  absolutely legitimate rebellion, based on the respect of international treaties in force. If anyone is breaching the law, it is the Italian Republic, because it is depriving the citizens of Trieste of all of their rights and forced, in breach of the very Italian laws on the subject, to pay the monstrous public debt of the State of Italy, which suffocate Trieste and its international Free Port since seventy long years.

Seventy long years of simulated Italian sovereignty, all to destroy Trieste’s economy and the trades of the Mediterranean’s Free Port.

It is time to put an end to all of this. Triestines are no longer willing to be Italy’s servants.
