Trieste, April 17th, 2015. – Today [4.17th] the Free Trieste Movement, supported by the signatures of more than 20,000 citizens, has blocked in one blow the political operation with which officers, Parliamentarians and Mayor of the Italian Partito Democratico – PD (Ms. Serracchiani, Mr. Russo, Mr. Rosato, Mr. Cosolini) wanted to dismiss the Northern Free Port of Trieste as part of building and housing speculations amounting to EUR 1,5 billion and, since long, under anti-mafia questions.

Indeed, the Northern Free Port is a strategic sector of the international Free Port established under the Treaty of Peace of 1947 that created the Free Territory of Trieste.

The PD tried to force the area’s removal from State Property and its sale in December 2014, with three surreptitious amendments to the Italian legge finanziaria – Italian financial law for 2015. Yet, the PD’s heads forgot that in Trieste, like in Bozen, is in force the Austrian Land Registry Law (Grundbuchgesetz), according to which ownership is obtained only upon registration in the Land Registry (Grundbuch).

Until now, the area was only registered at the Cadastral office. But today (4.17) Free Trieste officially opeend the registration of the asset in the name of the «Demanio dello Stato del Territorio Libero di Trieste – Porto Franco internazionale di Trieste» (State Property of the Free Territory of Trieste – international Free Port of Trieste).

The ownership title invoked is the 1947 Italian Peace Treaty, which prevails on national law and cannot be amended without the consent of its about thirty Signatories, including their successors. Some of the Treaty’s signatories are the US, China and Russia.

With this action, the 70 hectares, fully equipped Free Port area won’t be only registered to the rightful owner. Indeed, Free Trieste seeks also the registration of the permanent rights of use recognized by the Treaty to all States and enterprises of the world, including he loading and discharge, storing and manufacturing of their goods, without discriminations in one of the most favorable regimes of free zone and under the control of an International Commission.
