10 February: the 1947 Treaty of Peace makes Trieste an independent State and international Free Port

10 February 1947: the Treaty of Peace between the Allied and Associated Powers and Italy, in compliance with UNSC Resolution S/RES/16 (1947), makes Trieste an independent State and international Free Port.

 

This is why, at the coming into force of the Treaty (15 September 1947) the Free Territory of Trieste is established, and so is its Provisional regime of Government.

 

The present-day Free Territory (2021) consists of the capital city, Trieste, the international Free Port, and five smaller Municipalities, within the boundaries with Italy, as established under the Treaty of Peace, and with Slovenia in accordance with UN Resolutions Nos. S/RES/753(1992), A/RES/46/238, S/RES/754(1992), A/RES/46/236, S/RES 777(1992), A/RES/47/1.

 

The provisional regime of the present-day Free Territory of Trieste is entrusted, since 1947, to the responsibility of the Governments of the United States of America and of the United Kingdom of Great Britain and Northern Ireland.

 

In 1954, the primary British-US administering Governments have sub-entrusted the temporary civil administration of the present-day Free Territory of Trieste to the Italian Government, and its military defense to NATO.

 

The Italian Government is still exercising the aforementioned special trusteeship mandate, however, it damages the economy of the Free Territory and of its international Free Port, subjecting them to the Italian laws on taxation and on ports (LINK).

 

The economic, social, and political rights of the citizens and enterprises of the Free Territory of Trieste are defended by the Free Trieste Movement and by the international Provisional Representative of the Free Territory of Trieste – I.P.R. F.T.T.

 

This is why the I.P.R. F.T.T. has summoned the administering Italian Government before Court with three civil lawsuits, all pending, regarding taxation, the enforcement of the Italian Value Added Tax – IVA, and the management of the international Free Port respectively.

 

This third lawsuit disputes also the illegal agreements with which the administering Italian Government would allow the People’s Republic of China to gain strategic – direct or indirect – control over the international Free Port and the customary port of Trieste.

 

The three lawsuits are already supported by more than 1600 citizens and enterprises from Trieste and from other States. It is still possible joining the lawsuit about the VAT (LINK) as well as that about the international Free Port (LINK).
