Free Trieste challenges Serracchiani, Cosolini, Russo and Rosato to a public debate about the “old” Free PortTrieste, 23 March 2016. − On Monday, 21 March, the Free Trieste Movement published with an international press release the document with which its President and its responsible of Foreign Relations requested the registration ex lege of the ownership of the areas of the Northern Free Port (also called the “old” port) to the International Free Pot of the Free Territory of Trieste, pursuant the Treaty of Peace with Italy of 10 February 1947, as well as the registration of the special rights of all UN Member States.

Free Trieste is opposing the attempts of Italian politicians of the PD who are willing to use the port area for housing and building speculations, which violate the constrains of law concerning ownership and use of the international Free Port established at Annex VIII of the Treaty of Peace and at article 5 of the Memorandum of Understanding of London of 5 October 1954, which entrusted to the Italian Government the temporary civil administration of the present-day Free Territory of Trieste.

Both legal instruments are in force (see: US Department of State, Treaties in force, 2013; UN document S/2015/809), and are implemented in the Italian legal system, in which they constitute international obligations ranking higher than domestic law (article 10, sub-paragraph 1 and article 117, sub-paragraph 1 of the Constitution of the Republic of Italy).

The registration of the ownership of the area to the international Free Port is therefore a primary and absolute legal obligation, and, as such, it has to be completed priorly to any request of change those constrains, which cannot elude the rights of other States either.

The main responsible of the attempt of urbanize the area, that is therefore illegal, are four influent “bosses” of the PD, who are attempting to hide the legal problem with campaigns of disinformation and electoral propaganda: the president of the Region, Debora Serracchiani, national vice-secretary of the party and righthand person of premier Renzi, the mayor of Trieste Roberto Cosolini (who runs for a second mandate in June), Ettore Rosato, the leader of the Party at the Chamber, and senator Francesco Russo.

Free Trieste, on the contrary, says that the problem must not be hidden, because the future of the Northern Free Port, under all respects, is going to be crucial for the economy of Trieste and of all other States involved.

The President and the responsible of Foreign Relations of the Movement, Roberto Giurastante and Paolo G. Parovel, do therefore challenge Serracchiani, Cosolini, Rosato and Russo to an immediate public debate on the problem, in a public place of their choice (on TV, doing a meeting or simply in public) and invite them to ask the support of competent jurists.
