PROJECT T.2379: THE DEMARCATION OF THE BORDER OF THE FREE TERRITORY OF TRIESTE

On 10 February 1947 with the signature of the Treaty of Peace, Italy has lost its sovereignty over Trieste. The Free Territory of Trieste war born, and its administration was temporarily entrusted to an Allied Military Government (A.M.G. F.T.T.).

One of the first tasks of Trieste’s British-US Government was to demarcate the borders of the Free Territory of Trieste with Italy, pursuant art. 4 of the Treaty of Peace.

This is how, in April 1947, started the works to be completed within 15 September, the day in which, at the coming into force of the Treaty of Peace, Italy would lose its sovereignty Trieste and over the Free Territory. The works were denominated PROJECT T.2379.

The border between Italy and the Free Territory of Trieste were fixed as follows:

1. The line starts from a point on the administrative boundary between the provinces of Gorizia and Trieste approximately 2 kilometers northeast of the village of San Giovanni and approximately 0.5 kilometer northwest of point 208, forming the junction of the frontiers of Yugoslavia, Italy and the Free Territory of Trieste, and runs southwestward to a point adjacent to Highway No. 14 and approximately 1 kilometer northwest of the junction between Highways Nos. 55 and 14, respectively running from Gorizia and Monfalcone to Trieste;

2. The line then extends in a southerly direction to a point, in the Gulf of Panzano, equidistant from Punta Sdobba at the mouth of the Isonzo (Soca) river and Castello Vecchio at Duino, about 3.3 kilometers south from the point where it departs from the coastline approximately 2 kilometers northwest of the town of Duino;

3. The line then reaches the high seas by following a line placed equidistant from the coastlines of Italy and the Free Territory of Trieste.

This is what provides article 4 of the never amended 1947 Treaty of Peace, as recently confirmed by the United Nations themselves with document S/2015/809, issued by the Security Council, the guarantor of the Free Territory of Trieste by virtue of article 21 of the Treaty of Peace.

This means we are talking about real, certain borders, which must be enforced and which determine the existence of the Free Territory of Trieste.

Borders which the provisional Italian Government, in office by virtue of the Memorandum of Understanding of London of 5 October 1954, in force, omitted to control ever since, actually, it did hide them, removing the visible road signs that demarcate the short border of State between the Free Territory of Trieste under the administration and the Republic of Italy.

On 10 February 2016, the Free Trieste Movement requested the provisional Italian Government to restore the visible road signs (within 90 days on the main roads, within 120 days on secondary roads) long the border os State between the Free Territory of Trieste and the Republic of Italy.

On 12 and 13 March 2016 are starting the first sit-ins of the citizens of the Free Territory of Trieste on the border with Italy: tests for the restoration of the rule of law.
