DECREE OF THE PRESIDENT OF THE REPUBLIC OF ITALY

NO. 1550 OF 24 DECEMBER 1955

A racist law used to falsify history. We are not talking of the usual, forgotten remains of the Fascist era. Because this is a law of the Republic of Italy survived side-by-side in the era of European Union law. The same EU law based on the highest respect of human rights.

Indeed, the EU Treaty invites to “deepen the solidarity between their peoples while respecting their history, their culture and their traditions”… to “promote peace, security…”… to“confirm their attachment to the principles of liberty, democracy and respect for human rights and fundamental freedoms and of the rule of law…”… Good principles, they are worth enforcing. All Countries should comply with them, and have them respected.

But you know, it is easy writing on paper. Very often, the truth behind the non-enforcement of these superior, universal rights is buried under streams of ink and under the beautiful words that should grant them.

And this is how an extremely racist law as is the Italian “Decree of the President of the Republic No. 1550” issued on 24 December 1955, remained into force for no less than 53 years. It wasn’t until 2008 that this law was finally abrogated.

This abrogation, however, did not cancel its effects, the effects of a crime of State: the falsification of the reasons why the local Italian authorities simulate Italian sovereignty over the present-day the Free Territory of Trieste. In breach of of the 1947 Italian Peace Treaty that established it under the UN’s protection. And in breach of Italy’s own laws.

The law in question is about “the extension of military pensions to Italian citizens who were victims of aggressions committed by the Slavs”.

Here is its translation:

“The current provisions regulating the payment of pensions, allowances and war reparations, do apply to all Italian citizens who, either in the provinces bordering with Yugoslavia or other territories subject to that State, suffered wounding or any other injury by the hand of Slav elements, in individual or joint actions, for political reasons.

Said provisions to also apply to their relatives whenever said wounds or injuries caused the victim’s death”.

The law was widely applied to the territory of Trieste, especially in relation to events from 1945 to 1954. All while hiding the activities of Italian secret services in then “Zone A” of the Free Territory. Operations aiming at triggering accidents, selling to the international community a picture of Trieste as a martyr-city. An Italian city sacrificed to the hated Slavs-Communists.

The Italian services organized groups tasked with increasing tension, intimidating, with punitive expeditions, Trieste’s “non-nationalist” citizens. Groups made of former Fascists and common criminals.

Outright “squadracce” (Fascist gangs), ill-famous for their devastating operations (Italian services left in Trieste no less than seven weapon stocks to serve in anti-Yugoslav terror operations).

It was such “squadristi” who triggered the Autumn 1953 riots, resulting in the death of five citizens of Trieste. The “martyrs” for Italy to claim Trieste’s return under its heel.

And indeed, thanks to this “intelligence” operation, the world fell for Italy’s cry.

The best way to protect Trieste’s people was placing them under Italian protection, right?

This is how we get to the 1954 Memorandum of Understanding regarding the Free Territory of Trieste. In October 1954, the Allied Military Government of the Free Territory of Trieste’s administration ended. The Italian Government’s civilian sub-administration started. Soon, it turned into a simulation of sovereignty.

More than 30,000 citizens of the Free Territory were forced to leave their State. The majority headed to Australia.

Triestines who were running away from the economic misery that the new masters carried with them. A mass escape after Trieste’s second “redemption”. A repetition of the events following Italy’s 1918 occupation and the first, ruthless ethnic cleansing.

This is how Trieste’ rebirth was suffocated. The old regime returned. The Republic of Italy relied on bodies, men and means of the “deceased” Fascist regime. Continuing its policies and goals.

So of course their effort resulted in false history. Including the decree establishing reparations for the victims of violent “Slavs”. A law that incites hatred and, by an unbelievable reversion of roles, turned the executioners into victims.

A law tollerate far beyond limits of time by the many, too many fake supporters of human rights who hide behind the formal perfection of international institutions, living hidden, buried in the many, too many, unreachable glass palaces of spread anti-democracy.
