DECREE OF THE PRESIDENT OF THE REPUBLIC OF ITALY
NO. 1550 OF 24 DECEMBER 1955
A racist law used to mystify history. We are not talking of the usual, forgotten remains of the Fascist era. Because this is a law of the Republic of Italy that was implemented by the legislation of the European Union. The same European Union based on the highest respect of human rights.
At least on paper. The EU Treaty says to “deepen the solidarity between their peoples while respecting their history, their culture and their traditions”… to “promote peace, security…”… to“confirm their attachment to the principles of liberty, democracy and respect for human rights and fundamental freedoms and of the rule of law…”… Good principles, they should be enforce. And all Countries should comply with them, and have them respected.
But you know, it is easy writing something on paper. Very often, the truth behind the non-enforcement of these superior, universal rights is buried under streams of ink and under the beautiful words that should grant them.
And this is how an extremely racist law such as the Decree of the President of the Republic (of Italy) No. 1550 of 24 December 1955, remained into force for 53 years, until 2008, when it was finally abrogated. This abrogation, however, did not cancel its effects, the effects of a crime of State: the mystification of the events that caused the simulation of Italian sovereignty over the present-day the Free Territory of Trieste (in breach of the 1947 Treaty of Peace that established it under the protection of the United Nations).
The law in question is about “the extension of military pensions to Italian citizens who were victims of aggressions committed by the Slavs”. Here is its translation: “The current provisions regulating the payment of pensions, allowances and war reparations, do apply to all Italian citizens who, either in the provinces bordering with Yugoslavia or other territories subject to that State, suffered wounding or any other injury by the hand of Slav elements, in individual or joint actions, for political reasons. Said provisions to also apply to their relatives whenever said wounds or injuries caused the victim’s death”.
The law was widely applied to the territory of Trieste, with reference to the happenings from 1945 to 1954, and it was used to hide the actions of Italian secret services that were active in then “Zone A” of the Free Territory to trigger accidents in order to sell to the international community the picture of Trieste as martyr-city, sacrificed to the hated, communist-Slavs.
The groups, organized by Italian services to increase tension by intimidating, with punitive expeditions, the “non-nationalist” citizens Trieste, consisted in former Fascists and common criminals. It was true and actual “squadracce” (Fascist gangs) ill-famous for their devastating operations (Italian services maintained in Trieste no less than seven weapon stocks to be used for anti-Yugoslav terroristic attacks). The “squadristi” were also those who triggered the riots of Autumn 1953, causing the death of five citizens of Trieste: the “martyrs” that Italy needed to show the absolute necessity to get Trieste back under its own control.
Thanks to this operation of “intelligence” the world was tricked into believing that, in order to protect the people of Trieste, it was necessary placing it under Italian protection. And this is how we get to the 1954 Memorandum of Understanding of London, with the the withdrawal of the Allied Military Government of the Free Territory of Trieste and the beginning of the administration of the Italian Government, soon turned into a simulation of sovereignty. Causing the exodus of more than 30,000 citizens of Trieste, most of them to Australia. Triestines who were running away from the economic misery that the new masters carried with them. A mass escape after the second “redemption” of Trieste, the continuation of the one that followed the 1918 occupation, and the first, ruthless ethnic cleansing.
This is how the Spring of Trieste was suffocated and the old regime returned. To archive the goals, the Republic of Italy used bodies, men and means of the “deceased” Fascist regime, in a factual operative continuation with the actions carried out in the previous years.
One of the products of this unrested effort to falsify historical truth is precisely the decree that established reparations for the victims of the violences committed by “Slavs”. A law that incites hatred and, by an unbelievable reversion of roles, turned the executioners into victims.
A law tollerate far beyond limits of time by the many, too many fake supporters of human rights who hide behind the formal perfection of international institutions, living hidden, buried in the many, too many, unreachable glass palaces of spread anti-democracy.
